Dear NPW Community:
NPW knows the past weeks have been very difficult for our county, state, nation and communities of color - particularly our African American and Black neighbors and communities. We also know that the disturbing incidents of the past few weeks are not new. That is why, even before all the recent public attention to racial violence and systemic racism, NPW planned important educational initiatives on this subject that utilize the knowledge and resources of our diverse member agencies.
We remain hopeful that as we move forward, all sectors of our society will pay attention to systemic racism and that together racism will be combatted and racial equity will move forward.

RE-OPENING UPDATE County Executive Latimer Announces Reopening Task Force Westchester County Executive George Latimer announced the formation of the Westchester County Reopening Task Force – a group charged with working to find solutions to advance the interests of local businesses in a post-coronavirus economy. This task force will provide guidance to the County as it works through the four phases of reopening and help ensure that businesses in each phase have what they need to reopen safely and successfully. Read the full press release here. Outdoor Dining to be Permitted Governor Andrew M. Cuomo announced that outdoor dining at restaurants will be permitted in Phase Two of reopening. Outdoor tables must be spaced six feet apart, all staff must wear face coverings and customers must also wear face coverings when not seated. As a reminder, Westchester County is currently in Phase One of reopening and, if all goes well, we expect to be in Phase Two by June 9th. Low-Risk Outdoor Recreational Activities to Resume On Tuesday, June 2, 2020 the Governor issued an Executive Order allowing low-risk, outdoor recreational activities and businesses providing such activities to open in regions that have met the public health and safety metrics required for Phase One. These activities include tennis, non-motorized boat use and rentals (such as kayaks and rowboats), and golf and driving ranges. More details about this will be forthcoming from the state. |

FUNDING
NYS $100 million New York Forward Loan Fund
The New York Forward Loan Fund (NYFLF) is a new economic recovery loan program aimed at supporting New York State small businesses, nonprofits and small landlords as they reopen after the COVID-19 outbreak and NYS on PAUSE. The NYFLF targets the state’s small businesses with 20 or fewer full-time equivalent (FTE) employees (90% of all businesses), nonprofits and small landlords that have seen a loss of rental income. The NYFLF is specifically timed to support businesses and organizations as they proceed to reopen and have upfront expenses to comply with guidelines (e.g., inventory, marketing, refitting for new social distancing guidelines) under the New York Forward Plan. IMLS CARES Act Grants for Museums and Libraries
These grants will support the role of museums and libraries in responding to the coronavirus pandemic. As part of the nation’s response to the pandemic through the CARES Act, IMLS is funding direct grants to respond quickly, efficiently, and with significant impact to the national emergency. They welcome projects that will create opportunities for museums and libraries to support positive socio-economic change now and in a future reopened environment. This can be through preserving jobs, staff training and development, addressing the digital divide, planning for reopening, and providing technical support and capacity building for digital inclusion and engagement, prioritizing our highest-need communities. Awards of $25,000 - $500,000 will be made for two year periods. The grant is due June 12, 2020. Click here for more information.
