American Rescue Plan Act
​​Attend Forums with the Westchester County Executive to Make Certain Nonprofit Organizations Receive Funding and are Part of the Process

As you know, Westchester County Government will be receiving $188 Million in American Rescue Plan Act funding (ARPA).

The County Executive is holding forums to seek input on the recommended use of these Federal funds (see below). 

The nonprofit sector must show up and speak up.

The NPW Board of Directors has approved this statement to the County on the recommended use of ARPA funds and the process by which to distribute such funding.

It is important that we show up at both forums and stand with an NPW spokesperson who will read a shortened version of this statement.

Additionally, we ask all NPW members who plan to speak on behalf of their own organizations to state that they support the NPW recommendations.

The American Rescue Plan Act (ARPA) provides a substantial infusion of resources to help turn the tide on the pandemic, address its economic fallout, and lay the foundation for a strong and equitable recovery. These community input sessions are to solicit ideas for programs that address these needs.

Right To Counsel Westchester August Week Of Action, August 16 -20

NPW joins the Westchester Right to Counsel Coalition in Urging Westchester County Government to Carry Out an Already Funded Feasibility Study.

Westchester County's 2021 budget includes funds to conduct a study on the cost of a county-wide program providing a right to counsel in eviction proceedings. Currently, low-income tenants in Westchester County do not have a right to an attorney in eviction proceedings. In normal years, when more than 10,000 eviction proceedings are filed in Westchester County Courts, 93% of landlords are represented by counsel, while only 7% of tenants have attorneys.

The cost/benefit study would tell us the actual cost of the program, factoring in the significant offsets. As is mentioned in the outreach material, a similar study in Baltimore recently determined that a local right to counsel program would actually save that city money.
