NPW is an active member of Nonprofit New York’s Coalition to Advance Nonprofits. We support the recommendations to NY State for how the state can partner and support nonprofits in allocating the once in a generation state and local fiscal recovery funds through the American Rescue Plan Act.

As you know, Westchester County Government will be receiving $188 Million in American Rescue Plan Act funding (ARPA). Read NPW’s Statement to the County on the recommended use of ARPA County funds and the process by which to distribute such funding.

Action: The nonprofit sector must show up and speak up.

New York State Emergency Rental Assistance Program (ERAP)

Westchester County tenants and landlords - funding is still available to Westchester households at risk of eviction due to their inability to pay rent and utilities because of the COVID-19 pandemic. You must apply immediately for this vital aid, as funds begin flowing into the County and the need for assistance increases.

Emergency Rental Assistance Program (ERAP) will provide financial assistance for up to 12 months of past-due rent, 3 months of prospective rental assistance and 12 months of utility arrears payments to eligible tenants. Payments will be made directly to a tenant’s landlord or property owner, and utility company.

The County Department of Planning is collaborating with nonprofit community-based organizations throughout the County to assist individuals seeking to apply for ERAP. Rental counseling is available, in English and Spanish, with guidance for gathering documents and access to computers to complete the application online.

Applicants can call United Way of Westchester and Putnam’s 2-1-1 hotline with questions and to find a nonprofit partner in their community. Information is also available on Westchester County’s Housing Help page.

NYS HERO Act

The NYS HERO Act mandates all New York State employers to take certain actions in compliance with the New York Health and Essential Rights (HERO) Act, intended to reduce the risk of infection in the event of a future serious airborne respiratory disease outbreak. The New York State Department of Labor has issued standards and model protocols (or plans) for exposure prevention. The plan which was to be adopted by August 5th requires employers to implement a workplace safety and health plan to prevent exposure to airborne infectious diseases.

The HERO Act does not apply to “any employee within the coverage of a temporary or permanent standard adopted by the OSHA setting forth applicable standards regarding COVID-19 and/or airborne infectious agents and diseases.” Here is a link to more information about the OSHA Emergency Temporary Standard for healthcare and related industries.
