New York State Enacted Budget for Fiscal Year 2027

TOP HIGHLIGHTS

  • New York State’s Final Enacted Budget for Fiscal Year 2027 totals $268.5 billion.
  • 2.7% cost of living increase for human services providers.
  • Creates New York State's first pied-à-terre tax on New York City luxury second homes and investor apartments valued at $5 million or more (or $1 million+ for condos), projected to generate at least $500 million annually and sunsets after five years.
  • Approximately $39 billion in total school aid, the highest level in state history, including a guaranteed 2% Foundation Aid increase for every district.
  • $4.5 billion investment in childcare and pre-kindergarten services statewide, building toward universal access for New York families.
  • $1 billion energy rebate to provide relief to New Yorkers dealing with rising energy costs.
  • $1.5 billion in new hospital funding ($1 billion in capital for Safety Net Hospitals and $500 million for distressed hospitals), plus restoration of the Essential Plan as a Basic Health Program preserving coverage for 1.3 million New Yorkers.
  • $8.6 billion in MTA operating aid, sustaining systemwide transit operations.
  • $1 billion investment in climate priorities through the state’s Sustainable Futures Fund, with an emphasis on Environmental Justice programs.
  • Pension/Tier VI reform package ($577M) reducing employee contribution rates and lowering the teacher retirement age to 58 after 30 years of service.

Take Action on NY State Legislation

Take action - Urge your Legislators to Help Strengthen New York’s Nonprofits

New York nonprofits provide vital services, at the direction of the state: early childhood education, mental health counseling, homeless housing, substance use treatment, legal services and cultural programming, to name just a few. However, delays and inconsistencies in state contracting processes are putting nonprofits at risk of collapse. After the veto of S.7001 Mayer / A.7616 Paulin in the prior legislative session and given the federal attacks on nonprofits, immediate action is needed to protect New York nonprofits and ensure we can keep serving clients.

Please help us send a strong message to the legislature urging them to act before the end of the 2026 session next month to:

  • Pass (S.9761 Mayer / A.10741 Paulin) to create transparency, predictability, and faster reimbursement -- reducing financial uncertainty for nonprofits.
    • It requires clear payment schedules in written directives,
    • Raises awareness of the short-term revolving loan fund,
    • Increases loan access to cover up to 100% of contract value, and
    • Allows subcontractor invoices as proof for payment.

  • Pass (S.9855 Mayer / A.11179 Paulin) which will ensure nonprofits have working capital upfront, instead of waiting months to be reimbursed and be able to more fully cover the costs of actual operation by requiring:
    • Automatic advance payments of 25% of contract value
    • Payments issued within 30 days of contract execution Indirect costs included in all contracts

These are not radical demands; they are basic, good-government reforms that align state practice with state expectation. It is especially critical as our programs and clients are being threatened at the federal level.
